What decided it

The site fails to meet criterion (c) of NPPF paragraph 155 because it is not in a sustainable location, with future occupiers heavily reliant on private vehicles due to infrequent public transport, constrained and unsafe pedestrian access, and lack of realistic cycling infrastructure.

The substantial harm to the Green Belt by reason of inappropriateness and harm to openness was not clearly outweighed by the modest benefits of housing provision, self-build potential, and socio-economic benefits, and the Green Belt's status as a protected area under NPPF footnote 7 provided a strong reason for refusal that displaced the presumption in favour of sustainable development.
