What decided it
The proposal fails the sequential test for flood risk, which provides a strong reason for refusal under paragraph 11(d)(i) of the Framework notwithstanding the Council's inability to demonstrate five-year housing land supply.
The benefits of providing a dwelling on brownfield land with water saving measures, biodiversity net gain and economic benefits (ascribed moderate weight) and the very limited weight given to self-build provision were outweighed by substantial weight ascribed to the harms of unsustainable location, flood risk, character and appearance harm, and lack of waste storage provision.
