Main issues, as the Inspector framed them

  • Whether the site is in a suitable location for new housing having regard to the spatial strategy set out in the development plan and the accessibility of services and facilities
  • The effect of the proposal on the character and appearance of the area

What decided it

The substantial weight given to the conflict with Framework Policy DP3:1 regarding design quality and integration with context substantially outweighed the moderate benefits of housing delivery in the context of a shortfall in five-year housing land supply.

The benefits of the proposal (one dwelling, economic benefits during construction, environmental benefits from energy efficiency and landscaping, and contribution to housing supply shortfall) were substantially outweighed by the adverse effects (conflict with spatial strategy attracting limited weight, reliance on private vehicle contrary to Framework Policy CC2:1(b) attracting limited weight, and substantial harm to character and appearance contrary to Framework Policy DP3:1 attracting substantial weight).
