Main issues, as the Inspector framed them

  • the effect of the development with regard to flood risk
  • the effect of the proposal on character and appearance

What decided it

The proposal failed to demonstrate safety from flood risk due to the absence of a site-specific flood risk assessment and would be materially harmful to character and appearance, both of which are matters that cannot be left to condition and draw the proposal into conflict with Framework policies that require refusal in these circumstances.

The limited benefits arising from improved housing choice, quality, construction employment and support to local services were substantially outweighed by the material harms to flood risk and character and appearance when assessed against the national decision-making policies of the Framework as a whole.
