The significant harm to the character and appearance of the area from the loss of the site's spacious, open character and visual amenity, which would not be adequately mitigated even with a reduced number of dwellings or improved design at the technical details stage.

The modest benefits of housing supply (given the small scale of 6 dwellings and acknowledged housing land supply shortfall of 2.33 years), modest short-term construction economic benefits, and modest social and economic benefits from occupation were significantly and demonstrably outweighed by the significant harm to character and appearance and conflict with development plan policies DEV20 and DEV27.
