Main issues, as the Inspector framed them
- whether the site is suitable for the development proposed in respect of its location, with particular regard to the Council's development strategy and access to services, facilities, and sustainable modes of transport
- whether the development would have an adverse effect on the character and appearance of the area
What decided it
The significant harm to character and appearance arising from the introduction of built form into an undeveloped gap in a dispersed rural settlement, combined with the site's unsuitability due to its location and dependence on private motor vehicles, outweighs the modest benefits of a single self-build dwelling.
The modest benefits of housing supply (including self-build provision) and small economic benefits were significantly and demonstrably outweighed by the significant harm to character and appearance and the moderate weight of conflict with the Local Plan's spatial strategy directing development to sustainable locations.
