• whether the proposed development would provide safe and suitable access for pedestrians to access local services
• the effect of the proposed development on the living conditions of the occupiers of No 3 Pillman Drive with regard to privacy, sunlight and outlook
• whether the proposed development would provide an appropriate mix of dwelling sizes

What decided it

The significant harm to the character and appearance of the area and the North Devon Coast National Landscape, combined with the inappropriate location outside the settlement boundary contrary to the development plan, outweighs the relatively minor housing benefits even in the context of a shortfall in five-year housing land supply.

The adverse impacts of the proposal's location and harm to character, appearance and National Landscape significantly and demonstrably outweigh the relatively minor benefits of five additional dwellings and modest economic and environmental benefits, such that the presumption in favour of sustainable development does not apply.
