What decided it
The Council's inability to demonstrate a 5-year housing land supply, combined with the site's location within the defined development boundary and the modest housing benefits of the proposal, engaged the presumption in favour of sustainable development which weighed heavily in favour of allowing the appeal.
The modest but important contribution to housing supply and local economic benefits, together with the presumption in favour of sustainable development arising from the 5-year housing land supply deficit, outweighed the conflict with the spatial strategy policies in the development plan, particularly given the reduced weight to that conflict in the context of housing shortfall.
