What decided it

The failure of the proposed development to adhere to the spatial strategy and settlement hierarchy policies, combined with harm to character and appearance and the Conservation Area, significantly and demonstrably outweighed the housing supply benefits and other positive considerations.

The adverse impacts of undermining locational policies, harm to character and appearance, and less than substantial heritage harm significantly and demonstrably outweighed the provision of additional housing and benefits to the economy and natural environment, such that the presumption in favour of sustainable development did not apply.
