The substantial benefits of delivering 85 dwellings and 50% affordable housing in the context of a 1,746-dwelling shortfall, together with economic benefits and modest benefits from public open space, biodiversity enhancements and flood risk reduction, were outweighed by the significant harm of conflict with the development plan's spatial strategy and the serious harm to character and appearance of the area.
