What decided it

The retention of much of the existing building fabric, combined with the express permission in Class Q.1(j) for installation or replacement of exterior walls, windows, doors and roofs to the extent reasonably necessary, meant the proposed building operations did not exceed the limitations of the GPDO and constituted permitted development.
