The Council's inability to demonstrate a five-year housing land supply engaged paragraph 11(d) of the Framework, which required permission to be granted unless adverse impacts would significantly and demonstrably outweigh benefits, and the Inspector found they would not.

The modest harm from conflict with development plan policies and modest harm to the non-designated heritage asset (totalling moderate weight) were outweighed by the moderate weight afforded to housing delivery benefits and the substantial weight of sustainable development under paragraph 11(d) of the Framework.
