The less than substantial (moderate) harm to the listed building and small degree of harm to the National Landscape from the extension outweighed the limited private and short-term benefits, so that element was dismissed, whereas the works to Outhouse 3 and the porch were found to cause no harm and to provide heritage and landscape benefits, so those elements were allowed
