What decided it

The adverse impacts of poor design, harm to neighbouring living conditions, inadequate private amenity space for future occupiers, and parking conflicts significantly and demonstrably outweighed the limited housing benefit of five flats, even under the tilted balance.

The significant weight afforded to the limited housing benefit and compliance with the Framework's aim to boost housing supply was substantially outweighed by the significant weight given to the adverse environmental impacts in terms of design, character, living conditions of both future and neighbouring occupiers, and parking provision.
