What decided it
The proposal constitutes habitats development for which permission in principle cannot be granted because the required mitigation measures cannot be secured at the permission in principle stage and there is no reasonable scientific certainty that adverse effects on the integrity of the SAC and SPA would be avoided.
The moderate benefits of adding one dwelling to housing supply and economic benefits from construction were outweighed by the conflict with development plan policies protecting the National Landscape and controlling countryside development, the unsustainable location requiring car dependency, and the inability to secure mitigation for significant adverse effects on European protected sites.
