What decided it

The unfavourable Appropriate Assessment outcome, whereby the proposal would have an adverse effect on the integrity of the Ashdown Forest SPA in the absence of secured mitigation, exempts the development from qualifying for permission in principle.

Although the scheme would deliver a small but important boost to housing supply and had associated economic and social benefits which weighed heavily in favour, the harm from its unsustainable location would have significantly and demonstrably outweighed those benefits; however, the unfavourable Appropriate Assessment was the decisive factor precluding permission in principle.
