What decided it

The marginal increase in size of the replacement unit and its location in a broadly similar position to the existing unit, combined with the busy commercial context with existing modern street furniture and high ambient lighting levels, meant the proposal would not cause unacceptable harm to character, appearance, heritage setting, or pedestrian safety.
