What decided it
The provision of poor quality living conditions for future occupants of flats 1-5, 8 and 9 due to an inadequate communal roof garden was determinative and brought the proposal into conflict with the development plan as a whole.
The benefits of housing delivery, economic benefits, environmental benefits and modest enhancement to the High Street's appearance carried high weight in favour, but were outweighed by the substantial weight given to the poor quality living conditions for seven of the proposed units, which conflicted with the development plan and Framework paragraph 135 requiring high standards of amenity for future users.
