The significant weight given to the provision of nine additional dwellings and limited weight to biodiversity net gain do not clearly outweigh the substantial harm to the Green Belt by reason of inappropriateness and other harm to character and appearance, so the very special circumstances test is not satisfied despite the Council's lack of a five-year housing land supply.
