The substantial harm to the Green Belt through inappropriate development and loss of openness, to which paragraph 153 of the Framework requires substantial weight to be given, was not clearly outweighed by the moderate economic and environmental benefits of the proposal.
The moderate weight ascribed to economic benefits, environmental benefits and social benefits did not clearly outweigh the substantial weight given to harm to the Green Belt (inappropriateness and loss of openness), and therefore very special circumstances were not established.
