Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area
  • whether the site is suitable for the proposed development, having regard to local planning policy for the location of housing and accessibility to services and facilities

What decided it

The Council's failure to demonstrate a five-year housing land supply and its failure to meet its statutory duty to provide sufficient self-build and custom housing plots, combined with the absence of harm to character and appearance and the accessibility of the site, justified the grant of permission in principle.

The social, environmental and economic benefits of the proposal—comprising housing delivery against a shortfall, self-build provision against unmet statutory duty, and a new footway—amount to overriding benefits justifying the spatial location outside a settlement boundary, outweighing the principle of countryside restraint.
