What decided it

The proposal fails to demonstrate beyond reasonable scientific doubt that nutrient enrichment of The Broads SAC would be avoided over the development's lifetime, and therefore cannot be granted under the Habitats Regulations.

The benefits of providing one dwelling to address unmet housing need were substantially outweighed by the adverse effects on the integrity of European sites, particularly the inability to secure long-term nutrient neutrality mitigation.
