The proposal fails to meet the locally generated and quantified housing need required by the local spatial strategy and would cause significant harm to the linear character of the settlement through backland development, which outweighs the modest housing benefits even under the tilted balance.

The modest benefits of housing supply, economic activity and efficient land use were significantly and demonstrably outweighed by the significant harm to the character of the area and conflict with the local development strategy, such that the presumption in favour of sustainable development did not apply
