Main issues, as the Inspector framed them

  • The effect of the proposal on the character and appearance of the area
  • Flood risk
  • Ecology, with particular regard to the Hatfield Forest Site of Special Scientific Interest and National Nature Reserve

What decided it

The extensive harms to character and appearance, unresolved flood risk, and unsecured ecological mitigation, when assessed against Policy S4 of the Framework, substantially outweighed the benefits of providing one additional dwelling in a location with a shortfall in housing land supply.

Applying Policy S4, the benefits of providing one additional dwelling in a sustainable location and contributing to the housing land shortfall were attributed substantial weight, but were substantially outweighed by the significant harm to character and appearance, the failure to pass the Sequential Test and absence of a flood risk assessment, and the failure to secure ecological mitigation for the Hatfield Forest SSSI and NNR.
