The sheer scale of the proposal being so substantially at variance with the character of Knowle Park, whilst simultaneously not optimising the best use of the land, means the adverse effects on character and appearance outweigh the benefits of housing delivery despite the Council's severe housing land supply shortfall.

The significant harm to character and appearance, attracting significant weight, outweighs the significant weight afforded to the provision of three new dwellings, because the proposal's scale is substantially at variance with the character of the area and does not make efficient use of the land.
