What decided it

The absence of a recent site-specific Great crested newt survey undertaken by a suitably qualified ecologist, combined with the presence of multiple waterbodies within close proximity to the site, meant the Inspector could not be satisfied that the proposal would not have an adverse effect on this European Protected Species, contrary to Policy LP25 and the Habitat Regulations.
