Main issues, as the Inspector framed them

• the effect of the proposed development on the character and appearance of the surrounding area, including whether it would preserve or enhance the character or appearance of the conservation area and its significance and the effect on the significance of Building South of No 3 Mill End, a Grade II listed building, through development within its setting
• whether the proposed development would provide acceptable living conditions for future occupants having particular regard to internal space

What decided it

The less than substantial harm to the significance of designated heritage assets, which provides a strong reason for refusal under paragraph 11(d) of the Framework and outweighs the limited public benefits of housing delivery.

The less than substantial harm to the conservation area and listed building setting, attracting great weight and considerable importance, was not outweighed by the limited social, economic and environmental benefits of three additional dwellings on a small site, resulting in refusal despite the Council's inability to demonstrate a five-year housing land supply.
