What decided it

The positioning of the advertisement screens directly behind traffic lights at a busy pedestrian crossing would create a dangerous distraction for drivers in a hectic environment requiring absolute attention on safety, and this public safety harm could not be outweighed by the marginal benefits of upgrading the existing unit.
