What decided it

The absence of clear and convincing justification for the removal of historic fabric and the failure of the proposal to preserve the special interest of the listed building, combined with insufficient public benefits to outweigh the harm to the designated heritage asset.

The considerable harm to the significance of the listed building, to which great weight must be given under paragraph 212 of the Framework, was not outweighed by the limited public benefits of investment, improved functionality, and removal of unauthorised plasterboard.
