What decided it

The substantial and unacceptable harm to protected trees and their important contribution to the national landscape, combined with the failure to secure adequate mitigation for impacts on internationally important habitat sites, outweighed the benefits of housing delivery and heritage retention.

The benefits of seven additional dwellings, efficient use of land, and retention and restoration of historic farm buildings were outweighed by the substantial harms arising from the scheme with regard to the national landscape and protected habitat sites, such that the Framework's aim to boost housing supply should not happen at the expense of these other considerations.
