Main issues, as the Inspector framed them

  • whether the proposed development would provide a suitable location for housing, having regard to the development plan and the provisions of the Framework
  • the effect of the proposal on the character and appearance of the area, having particular regard to its effect on hedges and tree cover along Stanstead Road and on the wider countryside around Hunsdon
  • its effect on availability of agricultural land

What decided it

The substantial harm to character and appearance through loss of hedgerow and risk to tree cover, combined with conflict with Framework Policy DP3 and the recent HNP allocation, substantially outweighed the benefits of housing delivery under Framework Policies S5 and S6.

The benefits of providing up to seven dwellings to address the housing land supply shortfall and supporting rural settlement vitality were substantially outweighed by the adverse effects on character and appearance, particularly the loss of a section of Valued Hedgerow H4a and risk to the Ash tree, when assessed against the national decision-making policies in the Framework, particularly Policy DP3.
