What decided it

The wall lamps are modest in scale and discreet in appearance and therefore do not harm the conservation area, whereas the wall mounted heaters are unduly prominent and would detract from the traditional shopfront character, resulting in less than substantial harm to the heritage asset that is not outweighed by public benefits.
