What decided it

The site's highly sustainable city centre location with excellent access to public transport and services, combined with the lawful Class E use providing a fallback position and evidence of spare parking capacity in the locality, meant the proposal would not result in unacceptable highway safety impacts or severe cumulative impacts on the network.

The limited harm arising from any conflicts with the development plan was outweighed by the cumulative benefits of the proposal, including the contribution to housing land supply shortfall and the presumption in favour of sustainable development, indicating permission should be granted.
