What decided it

The unacceptably poor outlook and oppressive sense of enclosure created by the proximity of the boundary fence and adjacent built form, combined with harmful direct overlooking opportunities from the neighbouring property, would result in inadequate living conditions for future occupiers.

The limited benefits of housing supply and reuse of an existing building in an accessible urban location were outweighed by the unacceptable harm to living conditions of future occupiers through poor outlook and privacy.
