What decided it

The proposal would result in harm to the shopping character, function, vibrancy and vitality of Honiton Town Centre Shopping Area by removing a commercial use without adequate evidence that the commercial use is no longer needed or that there is surplus supply in the locality, thereby conflicting with Policies E9, E10 and Strategy 32.

The harm to town centre vitality and retail function outweighed the modest benefits of bringing a vacant building into use and any housing supply considerations, as there would be no net gain in dwellings.
