Main issues, as the Inspector framed them
- whether the site would be suitable for housing development having regard to its location, the proposed land use and the amount of development with particular regard to the spatial strategy and the accessibility of services and facilities; and the effect of the development on the character and appearance of the area including the effects on the use of the countryside by others
What decided it
The shortfall in five-year housing land supply and the engagement of Framework Policy S5:1(j), combined with the finding that the benefits of housing delivery would not be substantially outweighed by the localised adverse effects on character and appearance, outweighed the conflict with the development plan's spatial strategy.
The benefits of up to nine dwellings supporting the Framework's objective of significantly boosting housing supply (substantial weight), economic benefits during construction and from residents' local spending, and the housing land supply shortfall (3.68 years) were not substantially outweighed by the localised harm to character and appearance and conflict with the spatial strategy set out in the Local Plan, when assessed against the policies set out in the Framework.
