What decided it

The proposal conflicts with Policy LPP1 as it is not an appropriate countryside use, would not be sustainable development, and would result in less than substantial harm to a nearby Grade II Listed Building with no identifiable public benefit to justify that harm.

The less than substantial harm to the Grade II Listed Building could not be outweighed by any public benefits, and the conflict with the development plan and lack of sustainability precluded approval.
