Main issues, as the Inspector framed them

  • whether the houses would be in a sustainable location for new development and represent an effective use of land
  • the effect on the character and appearance of the area

What decided it

The failure to make effective use of land in conflict with Framework Policy L3, a national decision-making policy that requires development proposals to be refused, substantially outweighs the benefits of housing delivery.

The benefits of providing nine new houses, contributing to social and economic objectives and exceeding biodiversity net gain requirements, are substantially outweighed by the adverse effects of poor land use efficiency, poor connectivity requiring reliance on private vehicles, and harm to character and appearance when assessed against the national decision-making policies of the Framework.
