Main issues, as the Inspector framed them

  • the effect on the living conditions of neighbouring residents with regard to the intensity of the use
  • the living conditions of future residents with regard to the quality of the accommodation

What decided it

The lack of any satisfactory outlook from the communal kitchen/dining/living areas, representing particularly poor design that conflicts with the design requirements of the development plan and Framework, substantially outweighed the benefits of housing provision and building re-use.

applying Policy S4(1), the substantial weight afforded to the benefits of housing provision, re-use of buildings and high density achieved was substantially outweighed by the adverse effect of unacceptably poor living conditions for future residents due to the lack of satisfactory outlook from communal areas, which represents a failure to comply with the national decision-making policy DP3(2a).
