Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area with regard to the location of the appeal site in relation to the settlement boundary

What decided it

The substantial and permanent harm to the character and appearance of the area caused by the loss of a considerable area of open countryside and the expansion of the urban form beyond a reasonable rounding off of the settlement, which would not be substantially outweighed by the benefits of housing delivery.

The benefits of the proposal, including the provision of 42 new homes where there is a housing shortfall of 3.6 years, affordable housing, education contributions, and biodiversity net gain, would not substantially outweigh the adverse effects of substantial and permanent harm to the character and appearance of the area through the loss of countryside and expansion of the built form closer to the neighbouring settlement of Barnoldby le Beck.
