What decided it

The substantial harm to the character and appearance of the area caused by the kiosk's scale, siting and visual prominence in a busy public realm location substantially outweighed the telecommunications and public health benefits, which could be delivered elsewhere without such harm.

The adverse effects of the proposal substantially outweighed its benefits in telecommunications infrastructure and defibrillator provision, such that the presumption in favour of sustainable development did not apply.
