Main issues, as the Inspector framed them
- The effect of the proposal upon the character and appearance of the area
What decided it
The proposed kiosk would cause significant harm to the character and appearance of the area through its scale, siting directly in front of the Interchange entrance, and contribution to visual clutter, which could not be justified by the limited benefits that could be provided elsewhere.
The adverse effects of the proposal, being harm to character and appearance, substantially outweighed the benefits of telecommunications infrastructure and the defibrillator, which could be provided in less harmful locations; the presumption in favour of sustainable development therefore indicated refusal.
