Main issues, as the Inspector framed them

  • the effect of the proposed development on highway safety, with particular regard to parking and access arrangements

What decided it

The absence of any mechanism to prevent future residents from owning private cars, combined with insufficient evidence that additional vehicles could be accommodated on nearby streets without causing inappropriate parking on footways and obstructing pedestrian movement and emergency access, meant the harm to highway and pedestrian safety substantially outweighed the benefits of housing delivery.

applying Policy S4, the substantial benefits of providing five dwellings towards housing supply, making efficient use of underutilised floorspace in an urban location with good access to services and public transport, and supporting the vitality and viability of the local centre were substantially outweighed by the considerable weight of harm to highway safety, with particular regard to parking and access arrangements, contrary to Policies TR3 and TR4 of the Framework
