The failure to demonstrate that vehicles associated with the proposed use, including larger vehicles, could safely access and egress the site without prejudice to highway safety, and the inability to secure suitable mitigation with sufficient certainty.

The benefits of re-use of an existing building and economic benefits from employment and farm diversification were substantially outweighed by the unresolved highway safety concerns arising from the access arrangements.
