What decided it

The insufficient survey information regarding protected species meant that significant harm could not be ruled out, and this potential harm substantially outweighed the benefits of housing delivery.

The benefits of providing four dwellings to address housing land supply shortfall and local housing need, afforded substantial weight under Policy HO7, were substantially outweighed by the potential harm to protected species assessed against Policy N2 of the Framework.
