The net loss of a 4-bedroomed family dwelling would undermine the strategic housing objectives of the Leicester Local Plan and conflict with Policy Ho03, and the proposal would not meet a demonstrable local need for children's care accommodation.

The benefits of providing accommodation for looked after children were outweighed by the conflict with the development plan's strategic objective to deliver an appropriate mix of family housing to meet evidenced needs, particularly 4-bedroomed dwellings.
