What decided it

The proposal fails to accord with the development plan, particularly Policy S4 which restricts development in small villages to the developed footprint, and the evidence does not demonstrate an identified need for this specific form of specialist housing that would justify approval under Framework Policy S5.

Although material considerations provide some weight in favour of development through the provision of housing and support for the local economy and services, these are not sufficient to outweigh the clear conflict with the development plan, the harm to character and appearance of the countryside, poor sustainability of location, and failure to make efficient use of land.
