Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area, including the Abbotswood Conservation Area
- the integrity of the Thames Basin Heaths SPA
What decided it
The Council's inability to demonstrate a five-year supply of housing land, combined with the very low level of harm to the conservation area setting and the successful mitigation of SPA effects through the Unilateral Undertaking, meant the benefits of providing an additional dwelling in a sustainable location substantially outweighed any adverse effects.
The very limited harm to the setting of the conservation area and the absence of substantial adverse effects were substantially outweighed by the considerable positive weight of housing delivery in the absence of a five-year supply, the self-build contribution, and economic and social benefits, applying the presumption in favour of sustainable development.
