Main issues, as the Inspector framed them

  • Whether the proposal would amount to permitted development under Class Q of the GPDO, specifically whether the building operations (new floor, first floor, gable-end enclosure and front elevation infill) comply with Q1(j) and whether the building has suitable existing access to a public highway under Q1(p)

What decided it

The retention of the principal stone walls, including the expansive rear elevation and buttresses, meant that the proposed works would read as limited and subservient elements within the context of the building as a whole, and therefore the totality of interventions did not require substantial rebuilding to convert to residential use, complying with Q1(j).
