Main issues, as the Inspector framed them

  • The effect of the proposal on the availability of family dwellings and whether the use of the appeal property for short-term accommodation is appropriate in this location
  • The effect on the living conditions of occupiers of neighbouring dwellings, with regard to noise and disturbance

What decided it

The permanent loss of a family dwelling in circumstances of substantial need, combined with the material risk of noise and disturbance to neighbours from the high turnover of short-term occupants, could not be outweighed by the limited economic benefits of the proposal.

Applying Policy S4, the moderate weight given to the contribution to the local economy from managed visitor accommodation was substantially outweighed by the significant weight attributed to the loss of a family dwelling in circumstances of substantial need and the harmful effect on the living conditions of neighbouring occupiers with regard to noise and disturbance.
